FORMATION OF MOTIVATION FOR LEADERSHIP IN EDUCATION: FACTORS, CHALLENGES AND PERSPECTIVES

Abstract

Leadership motivation in education is crucial for improving the efficiency of the educational process and institutional development. The growing demand for proactive and competent educational leaders highlights the importance of fostering motivation through internal and external factors. Personal characteristics, institutional support, mentoring, financial incentives, and career development opportunities play a key role in encouraging leadership among educators. Despite its significance, various challenges hinder leadership development, including excessive bureaucracy, a shortage of qualified leaders, financial constraints, and professional burnout. However, international best practices offer effective solutions that can be adapted to enhance leadership motivation in different educational contexts. This study aims to analyze the key factors influencing leadership motivation and identify strategies for its effective development. It focuses on internal and external determinants, major challenges, and best practices, including mentoring, professional growth opportunities, and financial incentives. The research integrates qualitative and quantitative methods, including literature review, content analysis of leadership theories, and empirical examination of motivation factors such as career progression, financial support, and autonomy. Additionally, a comparative analysis of leadership programs in Finland, the U.S., the U.K., and Singapore highlights adaptable models for improving leadership motivation. Findings confirm that leadership motivation depends on personal attributes, institutional policies, and external support mechanisms. Key internal factors include professional identity, decision-making autonomy, and leadership competencies, while external ones involve mentoring, financial rewards, and government policies. Identified challenges include bureaucratic burdens, unclear career pathways, insufficient funding, and high stress levels among educators. Addressing these issues requires a comprehensive strategy involving mentorship programs, expanded professional training, streamlined administrative processes, enhanced financial incentives, and systematic evaluation of leadership effectiveness. Strengthening leadership motivation will drive positive transformation in education, ensuring a more dynamic and innovative learning environment.
