CIRCULAR ECONOMY: OPPORTUNITIES AND BARRIERS
Abstract
The constant growth of the population and the increase in demand for resources in conditions of shortage of food, raw materials, and the environment reflect the urgent need to study both Russian and foreign experience in order to find solutions to these problems. Pollution of the environment, preservation of trends to increase emissions of carbon dioxide and other greenhouse gases, entailing climate changes, which exacerbate the previously mentioned problems. Purpose: to study and analyze the opportunities provided by the concept of the circular economy to eliminate the negative consequences of the above-mentioned problems, as well as to identify barriers that arise due to the process of implementing the circular model of economic development. Materials and methods. During the research, existing Russian and foreign publications on this issue, as well as data from agencies and companies, were analyzed. To achieve the goal of this research, general scientific methods of cognition, a systematic and complex approach, methods of logical, comparative and statistical analysis were used. The main features and aspects of the circular economy concept, which replaces the usual linear economic model of development, are considered and analyzed. The effects that this approach can have on the functioning of organizations and society as a whole, as well as related opportunities in the field of economy, ecology and society, are studied. Barriers to achieving more effective interaction between social, technological (ecological) and production (economic) aspects of the implementation of the circular economy in modern conditions are indicated. Appropriate proposals are provided for overcoming barriers on the way to a circular economy based on the principles of resource efficiency and zero waste. A detailed examination of this approach to the organization of economic activity indicates the expediency of introducing the principles of a circular model of development. The circular economy is capable of qualitatively transforming the production model of the economy, promoting economic growth, and reducing the amount of waste and greenhouse gas emissions. and provide consumers with more durable and innovative products. At the moment, there are significant economic, financial, institutional and technological barriers to the implementation of this concept of sustainable development. A number of proposals for overcoming these problems are presented, among which the development of a sustainable approach, the introduction of digital technologies, the scientific understanding of this issue and the need for state support can be highlighted.
